JOB TITLE: Deputy Clerk – Election Lead
DEPARTMENT: County Clerk and Recorder, Elections Office
POSITION: Full-Time, Non-Exempt
Salary: $44,471.71 to $47,891.16 DOE, Grade 14
JOB SUMMARY: This position provides support to the County Clerk with specific experience and knowledge of Elections, Title 22, Election Rules, WyoReg State Voter Registration system, and ES&S system.
MAJOR DUTIES:
- Registers and purges Sheridan County voters with the WyoReg software
- Inputs data to build Elections into ES&S software
- Assists customers with data and public record searches
- Reviews legal documents to ensure that they are in proper format for the purpose of registering voters or ID voters to vote, etc.
- Processes election documents
- Performs daily balance of individual cash drawer per Clerk’s Receipting Process
- Conducts morning meetings with election staff
- Gives direction to election staff
- Manages election emails
- Manages election files
- Files Election Monthly Statements with the Clerk’s Office
- Files Election Monthly Revenues with the Treasurer
- Creates lists, forms, logs, and maintains for accuracy
- Verifies monies of cash drawer and keys along with Chief Deputy or County Clerk
- Compares Election bills against Election expenditure reports; maintains Election Budget; works with Chief Deputy and County Clerk to create a requested election budget
- Works with IT with managing and updating Election forms for office and Election website
- Creates and maintains all election documents/files according to established guidelines with the State of Wyoming Archives.
- Trains new employees
- Assists Clerk Administrative Coordinator with Road Vacation processes
- Verifies qualified electors
- Lead for Elections Facility Dude
- Other Election duties as assigned
- Prepares and assembles materials, documents, and exhibits for meetings
- Ability to work independently with little to no supervision with an ability to prioritize and organize job duties and tasks with the established policies and procedures
- Meets weekly with the Chief Deputy reporting all work done and to be done; ensures that all major decisions, changes, polices, procedures, and updates are communicated to the Chief Deputy, and ensure those decisions are made by the County Clerk and Recorder.
- Performs other related duties as assigned
KNOWLEDGE REQUIRED BY THE POSITION:
- Advanced knowledge of state and federal election laws and rules, computer operations and various software, interpersonal communication skills and public relations.
- Knowledge of filing and indexing system operations
- Basic mathematical computations
- Ability to perform under time constraints in meeting work obligations and deadlines
- Ability to communicate effectively, verbally and in writing
- Ability to develop effective working relationship with elected officials, public and fellow employees
- Ability to type and file accurately
MINIMUM QUALIFICATIONS:
- Must meet all statutory requirements to be a qualified elector (registered voter) and be willing to be a registered elector (registered voter).
- Successful Background Check
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
